When the same toilet keeps blocking, each call-out fixes the symptom and the problem comes back a few weeks later. In a busy gym or coworking washroom that means repeated out-of-order signs, member complaints and a maintenance budget spent clearing the same pipe. This guide explains why toilets and urinals keep blocking in commercial washrooms and how facilities managers can stop the cycle, with support from a facilities management drainage specialist where needed.
Why a Toilet Keeps Blocking in a Commercial Washroom
Repeat blockages usually come from one of three causes, and often a combination.
The first is what goes into the toilet. Thames Water clears 75,000 blockages from its sewer network every year and names wet wipes as the number one cause, and its research found that wipes labelled “flushable” or “biodegradable” can still block pipes. In shared washrooms, sanitary products, paper towels and large amounts of toilet paper add to the problem.
The second is build-up that is already there. Once a pipe has partly narrowed with scale or debris, it catches more material each time, so a blockage that has been cleared from the toilet can reform quickly further down.
The third is a fault in the pipework itself: a section laid at too shallow a fall, a displaced joint or a cracked pipe that snags waste as it passes. No amount of plunging will fix that.
Blocked Urinals and Uric Scale
Urinals block for different reasons from toilets. Compounds in urine, including uric acid, struvite and potassium phosphate, can settle out and build up as hard scale in urinal traps and waste pipes, causing blockages and persistent odours. The same source notes that waterless and low-flush urinals can make the problem worse, because there is less water passing through to carry deposits away.
Scale builds slowly, so the early signs are easy to miss: a urinal that drains a little more slowly each week, or a smell that returns soon after cleaning. By the time a urinal is fully blocked, the scale has often spread along the waste pipe and needs specialist descaling rather than rodding.
Why Clearing the Blockage Isn’t the End of It
Plunging a toilet or rodding a urinal waste clears the immediate blockage. It doesn’t remove scale from the pipe walls, repair a damaged section or stop the wrong things being flushed. That is why a toilet can keep blocking even after several call-outs.
Chemical unblockers aren’t the answer either. Under the COSHH Regulations 2002, employers must assess the risks from hazardous substances, and HSE’s guidance lists drain-cleaning products among them. They also do little against wipes, sanitary products or hard scale.
Finding the Cause of Repeat Blockages
The way to stop a toilet that keeps blocking is to find out why. A CCTV drain survey shows the inside of the pipe, so you can see whether the problem is scale, debris, a poor fall or damage.
What happens next depends on what the survey finds. Build-up and scale can usually be removed with drain jetting or mechanical descaling. A cracked or displaced section may need a drain repair, and in some cases drain lining can restore the pipe without breaking into floors or walls.
In multi-floor coworking buildings, repeat blockages on several floors can point to a problem in the shared soil stack rather than individual toilets. Our multi-storey block drainage maintenance service covers stacks and shared pipework across the whole building.
How to Stop Toilets and Urinals Blocking Again
Once the cause has been dealt with, a few routine measures keep it from coming back:
- Provide a sanitary bin in every cubicle and clear signage about what can’t be flushed.
- Include urinals in the cleaning routine beyond the visible surfaces, using products your cleaning supplier recommends for scale control.
- Ask cleaners to report slow toilets, slow urinals and returning smells straight away.
- Put washroom pipework on a planned jetting and descaling schedule.
A drainage maintenance contract turns that last point into a fixed plan, and for coworking operators our office drainage planned preventative maintenance service is built around shared office buildings. If a washroom floods in the meantime, our emergency drainage team can attend.
For day-to-day issues, our guides to unblocking a slow draining toilet, unblocking a sink and blocked shower drains cover the rest of the washroom.

Frequently Asked Questions
Why does the same toilet keep blocking?
Usually because something is still causing it: wipes or sanitary products being flushed, build-up already narrowing the pipe, or a fault such as a poor fall or damaged section. A CCTV survey shows which one it is.
What causes a blocked urinal?
Most urinal blockages come from scale that forms as compounds in urine settle out and harden in the trap and waste pipe. Debris such as gum or cigarette ends can add to it.
Can urinal blockages be prevented?
Regular cleaning with scale-control products, reporting slow urinals early and planned descaling of the waste pipes prevent most urinal blockages in busy washrooms.
Do waterless urinals block more often?
They can be more prone to scale because less water passes through the pipe to carry deposits away. They need a maintenance routine that suits the system, so check the manufacturer’s guidance.
When do repeat blockages mean the pipe is damaged?
If a toilet keeps blocking even when nothing unusual is being flushed, or blockages return soon after jetting, the pipe may be cracked, displaced or laid at a poor fall. A CCTV survey will confirm it.
Is a maintenance contract cheaper than repeat call-outs?
For sites with recurring washroom blockages it often is, because planned jetting and descaling happen before a blockage causes downtime. Ask for a survey first so the schedule is based on what is actually in the pipes.
